District Rural Development Agency is  implementing various development projects and schemes in rural & urban areas of  the district. Deputy Commissioner, Gurgaon, is the President & Additional Deputy Commissioner, Gurgaon is the Chief Executing Officer of DRDA, Gurgaon.The DRDA office is situated just opposite to Mini Secretariat Gurgaon. The Vikas Sadan building of DRDA, Gurgaon is one of the beautiful office complex of district Gurgaon. In Vikas Sadan,  Planning Office, ICDS, DSWO, Consumer Court, Pollution control Board &  SEWAK are located.

The various schemes running under the control of DRDA, Gurgaon are  as follows :

1.   SWARNJAYANTI GRAM SWAROZGAR YOJANA

Objective:
The objective of Swarnjayanti Gram Swarozgar Yojana (SGSY) is to provide sustainable income to the rural poor. The program aims at establishing a large number of micro- enterprises in the rural areas, building upon the potential of the rural poor. It is envisaged that every family assisted under SGSY will be brought above the poverty line in a period of three years.

Scope:
Launched on 1st April, 1999, the program replaces the earlier self-employment and allied program-

Integrated Rural Development Program (IRDP), Training of Rural Youth for Self Employment (TRYSEM), Development of Woman and Children in Rural Areas (DWCRA), Supply of Integrated Tool-kit for Rural Artisans (SITRA), Ganga Kalyan Yojana (GKY) and Million Well Scheme (MWS), which are no longer in operation. The program covers families below poverty line in rural areas of the country. Within this target group, reserving 50 percent of benefits for SCs/STs, 40 percent for women and three percent for physically handicapped persons has provided special safeguards. Subject to availability of funds, It is proposed to cover 30 percent of the rural poor in each block in the next 5 years.

Strategy :
SGSY is a Credit-cum-subsidy program. It covers all aspects of self-employment, such as organization of the poor into self-help groups, training, credit technology, infrastructure and marketing. Efforts would be made to involve women members in each self-help group. SGSY lays emphasis on activity clusters. Four/five activities will be identified for each block with the approval of Panchayat Samitis. The Gram Sabha will authenticate the list of families below poverty line identified in BPL census. Identification of individual families suitable for each key activity will be made through a participatory process. Closer attention will be paid o skill development of the beneficiaries known as swarozgaris and their technology and marketing needs.

2.    INDIRA AWAS YOJANA

Objective :

The objective of Indira Awas Yojana (IAY) is primarily to help construction of new dwelling units as well conversion of unserviceable Kutcha houses into Pucca/Semi Pucca by members of Scheduled Castes/Scheduled Tribes, freed bonded labourers and also non-SC/ST rural poor below the poverty line by extending them grant-in-aid.

Scope:

IAY is a beneficiary-oriented program aimed at providing houses for SC/ST households who are victims of atrocities, households headed by widows/unmarried women and SC/ST households who are below the poverty line. Its scope has been expended to conversion of unserviceable Kutcha houses into Pucca/semi Pucca houses with effect from 1st April 1999.

Strategy :

Grant of Rs. 20000/- per unit is provided in the plain areas and Rs. 22000/- in hilly/difficult areas for construction of the house. For conversion of a Kutcha house into Pucca/semi Pucca house Rs. 10000/- is provided. Sanitary latrine and smokeless chulha are integral part of the house. In construction / upgradation of the house. Cost effective and environment friendly technologies , materials, designs are encouraged. The houses should be allotted in the name of female member of beneficiary household, alternatively it can be allotted in joint names of both husband and wife.

 3.   CREDIT-CUM-SUBSIDY SCHEME FOR RURAL HOUSING

Objective :

The objective of the Credit-cum-Subsidy Scheme for Rural Housing is to facilitate construction of houses for rural families who have some repayment capacity. The scheme aims at eradicating shelterlessness from the rural areas of the country.

Scope :

The scheme provides shelter to rural families who have not been covered under Indira Awas Yojana and who are desirous of possessing a house. All rural households having annual income up to Rs. 32000/ are covered under the scheme.

Strategy :

Rural poor just above the poverty line are also entitled to get the benefits of the scheme. A maximum subsidy of Rs. 10000/- per unit is provided foe construction of a house. Sanitary latrine and smokeless chulha are integral part of the house. Cost effective and environment friendly technologies, materials, designs etc. are encouraged. Sixty percent of the houses are allocated to SC/ST rural poor.

4.  INTEGRATED WASTELANDS DEVELOPMENT PROGRAM

Objective :

The Integrated Wasteland Development Project Scheme strives to develop non-forest wasteland on village/micro watershed basis. The scheme also generate employment in rural areas besides, enhancing people's participation in wasteland development leading to equitable sharing of benefits ad sustainable development.

Scope :

Water shed development approach has been adopted for all area development programmes. This program based on village/micro watershed plans is taken up after taking into consideration the local capabilities, site condition and local needs of the people.

Strategy :

Major activities taken up under this scheme are soil and moisture conservation afforestation and pasture development, promotion of horticulture/agro forestry encouraging natural regeneration, wood substitution and fuel wood conservation measures and dissemination of technology, as decided by the user group living in or around the project area.

5.  NATIONAL SOCIAL ASSISTANCE PROGRAM :

Objective :

The National Social Assistance Program (NSAP) seeks to provide financial assistance to the destitute old people, poor families who have lost primary breadwinner and poor expectant mothers. It has three components:

bulletNational Old Age Pension Scheme (NOAPS) Rs. 75 per month to persons of 65 years and above who have no regular means of subsistence from his/her own source of income or through financial support from family members or other source.
bulletNational Family Benefit Scheme (NFBC): Limpsom benefits of Rs. 10000 on the death ( natural death or accidental death ) of the primary breadwinner of the family living below the poverty line.
bulletNational Maternity Benefit Scheme (NMBS): Lumbsom assistance of Rs. 500 per pregnancy up to the first two birth to women belonging to households below the poverty line.

6. PANCHAYATI RAJ

The passage of the constitution (73rd Amendment ) Act, 1999 marks a new era in the federal democratic set up of the country and provides Constitutional status to the Panchayati Raj Institutions. The act which came into force from 24 April 1993, stipulates that Panchayats shall be given powers and authority to function as institution of self-government.

Salient feature of the Act.

bulletA 3-tier system of Panchayati Raj for all states having population of over 20 lakhs.
Regular Panchayat elections every 5 years.
Reservation of seats for Scheduled Caste, Scheduled Tribes in proportion to their population and not lest than 1/3 seats for women.
State Finance Commissions to make recommendations on financial powers of the panchayats
Independent State Election Commissions.

7.  JAWAHAR GRAM SAMRIDHI YOJANA

Objective :

The Jawahar Gram Samridhi Yojana replaces the earlier Jawahar Rozgar Yojana from 1st April 1999. JGSY creates demand driven community village infrastructure including durable assets at village level to enable rural poor to increase the opportunity of sustainable employment.Creation of supplementary employment for the poor in the rural areas.

Scope :

This scheme is implemented through village Panchayat.

Strategy :

Gram Panchayat with Gram Sabha's approval will execute the construction work of Rs. 50000/-.
The work/scheme costing more than Rs. 50000/- is required by the approval of authority concerned.
22.5 percent of annual allocation funds are earmarked for SCs/STs individual beneficiary scheme.

8. EMPLOYMENT ASSURANCE SCHEME

Objective :

The Employment Assurance Scheme (EAS) aims at providing wage employment in unskilled manual works to the rural poor who are in need of employment and seeking it .

The secondary objective is to create economic infrastructure and community assets for sustained employment and development.

Strategy :

The employment Assurance Scheme is being restructured on the following lines:

The funds to the state will be allocated in accordance with the criteria to be decided by the Government / National Development Council from time to time and also to the districts on the index of backwardness evolved at the centre.
70 % of funds flowing to the districts would be allocated to the blocks and 30% reserved at the district level to be utilized in the areas of districts.
The selection of works would be decided by Zila Parishads after due consultations with MPs of the area.
