The District Child Welfare Council, Gurgaon, is the district branch of Haryana State Council for Child Welfare, Chandigarh, which came into existence on 1st April 1971. Since then the District Council has steadily forged ahead in providing Child Welfare Services in the district. The Deputy Commissioner is the Ex-Officio President of the District Council for Child Welfare, Gurgaon, and the spouse of the Deputy Commissioner is the Chairperson of DCWO.
AIMS & OBJECTIVES :
| To coordinate activities and help in the development of
Child Welfare Movement in the District | |
| To act as a link between the capital, non-official agencies
and the organizations at the local, town city and district level, working directly or
indirectly for the welfare of the children. | |
| To work as liaison among the voluntary agencies,
governmental agencies and departments for maximum co-operation, eliminating duplications,
procuring more resources for child care. | |
| To initiate action for promoting child welfare services in
neglected areas. | |
| To locate the difficulties arises in implementation of child
welfare programs and their solutions. | |
| To influence the formulation of general child welfare
policies and programs within the District. | |
| To raise the money and funds by borrowing or otherwise as
may be deemed fit for and on behalf of the District Council. | |
| To manage, sell, transfer, pledge or otherwise dispose off or deal with property of any kind, which may be at the disposal of the District council. |
Activities :
1. BAL BHAVANS :
| One District Bal Bhavan, Urban Estate Sector-4, Gurgaon . | |
| Three Mini Bal Bhavans at Nuh, F.P. Jhirka & Piangwan. The activities being undertaken in the Bal Bhavans are painting (Art & Craft) Music, Dance, Library & Story Telling Club etc. |
2. BALWADIS :
The Council is also running 14 Balwadis in the District for the children of the age group of 3 to 6 Years. The strength of the children in each Balwadi is more than 40. These programmes are running on grant-in-aid scheme under Balwadi-cum-Nutrition program. 90% Matching grant is received from Haryana State Council for Child Welfare, Chandigarh, for the Balwadis and 10% share of the grant is met by the District Council out of its own resources.
3. CRECHES :
The Council is also running 15 creches in the District in various village for the children of working mothers. The strength of the children in each Creche is more than 25. These are also running on grant-in -aid scheme under Creches program. This grant is received from Haryana State Council for Child Welfare, Chandigarh, on the 90% basis of the schematic pattern of grant.
4. STREET CHILDREN PROJECT :
5. ANGANWADI WORKER'S TRAINING CENTRE :The District Child Welfare Council, Gurgaon, is running a Street Children Project. This Project is running in Devi Lal Nagar, Gurgaon. The Services such as Health, Nutrition, Non-Formal Education & Vocational Training etc. are provided in this project. At present the number of children is nearly 70 in this Centre. For running this Centre ,90% grant is received from the Social Welfare Deptt. & 10% share of the Grant is met by the District Council out of its own resources.
6. DE-ADDICTION-CUM-REHABILITATION CENTRE :The District Child Welfare Council, Gurgaon, is also running an Anganwadi Worker's Training Centre for imparting 3 months Training to the Anganwadi Workers. 200 Anganwadi workers are trained in this Centre every Year. This estimated Budget of this Centre is Rs. 985800/- and Cent grant is received from Ministry of Social Welfare, Govt. of India, through Haryana State Council for Child Welfare, Chandigarh.
7. SUPERVISEE HOME WORKER CLASS :The District Child Welfare Council, Gurgaon, is running a De-Addiction-cum-Rehabilitation Centre for Drug Addicts in Bal Udhyan, Civil Lines, Gurgaon. It is a 15 Bedded Centre. The estimated budget of this De-Addiction Centre is Rs. 7,56,000/- out of which a grant of Rs. 6,80,400/- is received from Ministry of social Justice and Empowerment, Govt. of India, through Haryana State Council for Child Welfare, Chandigarh and 10% of the expenditure is met by the District Council out of its own resources.
The Council is also running 17 Supervised Home Work Classes in the District with the Balwadis. These classes are run for the help of the children of poor parents, who cannot help the child in his study due to their illiteracy. The grant is received from the Haryana State Council for Child Welfare, Chandigarh, on 90% Basis of the schematic pattern of grant.
8. ADOPTED VILLAGE TIAN ( NUH):
The District Council has adopted the village Tian in Nuh Block for providing the activities such as Nutrition, Health, Non-formal Education, Children's Library & Vocational Training for the children in the age group of 0-16 Years.
9. OTHER ACTIVITIES :
Village 'TIAN' of Nuh has been adopted by District Council. The District Council is also organizing other activities from time to time such as painting Competition for National Award, Celebration of Children's day, Art Exhibition, Quiz Contest, Baby show, Search competition for Talented children, celebration of international day against drug Abuse, Observance of world environment day, refresher course for in-service bal-sevikas, Essay writing competition, handwriting competition, international woman's day, world health day, International science bay, national yuva diwas & presentation of the plays with the collaboration of other theatres in Bal-Bhavan, auditorium, Sector-4, Gurgaon.
10. BUDGET :
The estimated budget of the District Council is Rs. 16.5 Lacs. A grant of Rs. 5,20,000/- ( Approx. ) is received from the Haryana State Council for Child Welfare, Chandigarh, per year and amount of Rs. 2,50,000/- approximately per year is received from District Education Officer & District Primary Education Officer as 65% share of Child Welfare Fund through Haryana State Council for Child Welfare, Chandigarh.
The council has to collect funds amounting to nearly 9 lacs per year in addition to above grants and 65% share of Child Welfare Fund for the smooth running of the activities.
