A District IT plan for the implementation of IT policy 2000 of Government of Haryana in District Gurgaon will be prepared under the supervision of the IT task force headed by the Deputy Commissioner, Gurgaon. The following are members of the IT task force:

  3. SDM (F.P Jhirka)
  4. AC(UT)
  5. Head of Computer Centre, HIPA, Gurgaon
  6. Head of Computer Centre, HARTRON, Gurgaon
  7. DIO, NIC
  8. DDPO
  9. DRO
  10. District Child Welfare Officer
  11. Secretary, Red Cross

It has been decided that a non-Governmental District Computer Society(DCS) would be set up to coordinate and oversee the implementation of District IT plan. The DCS would have an initial corpus of Rs. 10 lakhs which will be borne by District Red Cross Society. It shall be refunded by the DCS to the DRCS in a period of one year. The DCS would have members drawn from among the premier software companies having their offices in Gurgaon and would be purely of a non-Governmental nature. Out of 76 Government Departments in the District, 20 have been identified for computerization. The process of computerization shall be completed in 18 months in three phases of duration 6 months each. The departments identified for computerization in three phases are:

First Phase:

  1. Revenue
  2. SDM Office
  3. Excise and Taxation
  4. Regional Transport Authority
  5. HUDA
  6. Deputy Commissioner Office;

Second Phase:

  1. Roadways
  2. District Mines Office
  3. Pollution Control Board
  4. Town and Country Planning Department
  5. Social Welfare Department
  6. Labour Office;

Final Phase:

  1. Municipal Committee
  2. Industries
  3. Health
  4. Prosecution
  5. Small Savings
  6. District Courts.

              Each of the Departments identified for computerization shall, in consultation with the DCS,  prepare  an IT plan and 5% of its budget shall be earmarked for implementation of that plan. The plan so formed  shall be in accordance with the mission of the department keeping in view the overall IT policy of the state.

OBJECTIVES OF THE IT PLAN TO BE FRAMED BY THE DEPARTMENTS IN THE FIRST PHASE

1. Revenue :

  1. To have an up-to-date record of rights.
  2. Computerization of Property Registration for prompt and hassle-free service.
  3. The long-term objective is to have the system of mutations and incorporation into the existing record of rights computerized.

2. SDM Office :

  1. Computerization of vehicle registration process.
  2. Computerization of Driving License process.
  3. Issue of Caste and Residence Certificate.

3. Excise and Taxation :

  1. Grant of registration certificates to dealers.
  2. Receipt and monitoring of sales tax proceeds.

4. Regional Transport Authority :

  1. Registration of heavy vehicles
  2. Driving License for driving heavy vehicles.

5. HUDA :

  1. Database of sector-wise property under HUDA.
  2. Monitoring and redressal of public complaints.
  3. Issue of completion certificate.
  4. Monitoring of violations,compensation, enhancement etc.

6. Deputy Commissioner's Office :

  1. Monitoring and redressal of public grievances
  2. Arms License
  3. Election Data including voters list, duty routes, constituencies etc
  4. Issue of caste and domicile certificate.
  5. Village information system
  6. District information system.

In addition, following computerised systems are proposed to be put in all these departments.

  1. Payroll Information System
  2. Personnel Information System
  3. Court Case Monitoring System
  4. Diary/Despatch Monitoring System
  5. Meetings Management System
