(A) Decentralisation of Planning in Haryana.
Nearly 35 years of macro level planning have resulted in the progressive realisation that top down Planning has not been able to ensure uniform development of all areas or equitable distribution of the benefits of development to different sections of the population. So Decentralisation of Planning assumed special significance to ensure equitable distribution of benefits. Keeping this in view, during 7th plan period Govt. of India/Planning Commission has set up a working group under the Chairmanship of Sh. Hanumantha Rao. On their recommendation, Decentralised Planning was introduced in the state.
Previously all development departments were used to draw up plans for development of different areas at the state level and then allocate funds and targets to various districts. This process will continue and in addition to this District Planning and Development Office will draw up a supplementary plan which will be financed under the scheme of Decentralised Planning.
(B) Scope of District Plans :-
Planning department was also looking after MLA Local Area Dev. Scheme.This scheme
wasimplemented in the State from the year 1994-95.
(C) MP Local Area Development Scheme :-
MPLAD scheme was also introduced during the year 1993-94.In this scheme recommendation of MP concerned is final. Under the programme, each MP is getting Rs.2.00 crores per year for recommending development works in their parliamentary constituency. Rajya Sabha MP may recommend development work any where in the country.
Upto 2000-2001 this scheme was being monitored and
implemented at the state level through Planning Department. But now vide
notification No.18-CC-2000 dated 11.1.2001 that it will be implemented and
monitored by Rural Development Department at the state level.
